The e-petition asking the Prime Minister to “Scrap the planned vehicle tracking and road pricing policy” has now closed. This is a response from the Prime Minister, Tony Blair.
Thank you for taking the time to register your views about road pricing on the Downing Street website.
This petition was posted shortly before we published the Eddington Study, an independent review of Britain’s transport network. This study set out long-term challenges and options for our transport network.
It made clear that congestion is a major problem to which there is no easy answer. One aspect of the study was highlighting how road pricing could provide a solution to these problems and that advances in technology put these plans within our reach. Of course it would be ten years or more before any national scheme was technologically, never mind politically, feasible.
That is the backdrop to this issue. As my response makes clear, this is not about imposing “stealth taxes” or introducing “Big Brother” surveillance. This is a complex subject, which cannot be resolved without a thorough investigation of all the options, combined with a full and frank debate about the choices we face at a local and national level. That’s why I hope this detailed response will address your concerns and set out how we intend to take this issue forward. I see this email as the beginning, not the end of the debate, and the links below provide an opportunity for you to take it further.
But let me be clear straight away: we have not made any decision about national road pricing. Indeed we are simply not yet in a position to do so. We are, for now, working with some local authorities that are interested in establishing local schemes to help address local congestion problems. Pricing is not being forced on any area, but any schemes would teach us more about how road pricing would work and inform decisions on a national scheme. And funds raised from these local schemes will be used to improve transport in those areas.
One thing I suspect we can all agree is that congestion is bad. It’s bad for business because it disrupts the delivery of goods and services. It affects people’s quality of life. And it is bad for the environment. That is why tackling congestion is a key priority for any Government.
Congestion is predicted to increase by 25% by 2015. This is being driven by economic prosperity. There are 6 million more vehicles on the road now than in 1997, and predictions are that this trend will continue.
Part of the solution is to improve public transport, and to make the most of the existing road network. We have more than doubled investment since 1997, spending £2.5 billion this year on buses and over £4 billion on trains – helping to explain why more people are using them than for decades. And we’re committed to sustaining this investment, with over £140 billion of investment planned between now and 2015. We’re also putting a great deal of effort into improving traffic flows – for example, over 1000 Highways Agency Traffic Officers now help to keep motorway traffic moving.
But all the evidence shows that improving public transport and tackling traffic bottlenecks will not by themselves prevent congestion getting worse. So we have a difficult choice to make about how we tackle the expected increase in congestion. This is a challenge that all political leaders have to face up to, and not just in the UK. For example, road pricing schemes are already in operation in Italy, Norway and Singapore, and others, such as the Netherlands, are developing schemes. Towns and cities across the world are looking at road pricing as a means of addressing congestion.
One option would be to allow congestion to grow unchecked. Given the forecast growth in traffic, doing nothing would mean that journeys within and between cities would take longer, and be less reliable. I think that would be bad for businesses, individuals and the environment. And the costs on us all will be real – congestion could cost an extra £22 billion in wasted time in England by 2025, of which £10-12 billion would be the direct cost on businesses.
A second option would be to try to build our way out of congestion. We could, of course, add new lanes to our motorways, widen roads in our congested city centres, and build new routes across the countryside. Certainly in some places new capacity will be part of the story. That is why we are widening the M25, M1 and M62. But I think people agree that we cannot simply build more and more roads, particularly when the evidence suggests that traffic quickly grows to fill any new capacity.
Tackling congestion in this way would also be extremely costly, requiring substantial sums to be diverted from other services such as education and health, or increases in taxes. If I tell you that one mile of new motorway costs as much as £30m, you’ll have an idea of the sums this approach would entail.
That is why I believe that at least we need to explore the contribution road pricing can make to tackling congestion. It would not be in anyone’s interests, especially those of motorists, to slam the door shut on road pricing without exploring it further.
It has been calculated that a national scheme – as part of a wider package of measures – could cut congestion significantly through small changes in our overall travel patterns. But any technology used would have to give definite guarantees about privacy being protected – as it should be. Existing technologies, such as mobile phones and pay-as-you-drive insurance schemes, may well be able to play a role here, by ensuring that the Government doesn’t hold information about where vehicles have been. But there may also be opportunities presented by developments in new technology. Just as new medical technology is changing the NHS, so there will be changes in the transport sector. Our aim is to relieve traffic jams, not create a “Big Brother” society.
I know many people’s biggest worry about road pricing is that it will be a “stealth tax” on motorists. It won’t. Road pricing is about tackling congestion.
Clearly if we decided to move towards a system of national road pricing, there could be a case for moving away from the current system of motoring taxation. This could mean that those who use their car less, or can travel at less congested times, in less congested areas, for example in rural areas, would benefit from lower motoring costs overall. Those who travel longer distances at peak times and in more congested areas would pay more. But those are decisions for the future. At this stage, when no firm decision has been taken as to whether we will move towards a national scheme, stories about possible costs are simply not credible, since they depend on so many variables yet to be investigated, never mind decided.
Before we take any decisions about a national pricing scheme, we know that we have to have a system that works. A system that respects our privacy as individuals. A system that is fair. I fully accept that we don’t have all the answers yet. That is why we are not rushing headlong into a national road pricing scheme. Before we take any decisions there would be further consultations. The public will, of course, have their say, as will Parliament.
We want to continue this debate, so that we can build a consensus around the best way to reduce congestion, protect the environment and support our businesses. ex-NBA player john amaechi comes out
Former professional basketball player John Amaechi has made history by becoming the first National Basketball Association (NBA) player to ever come out and talk about his life and experiences as an athlete and a gay man in the homophobic world of professional sports.
Becoming only the sixth professional male athlete from one of the four major US sports – basketball, baseball, football and hockey – to openly discuss his homosexuality, John Amaechi has been named a national spokesperson for a Human Rights Campaign (HRC) project aimed at helping LGBT people come out and live openly gay.
Top: tennis champion Martina Navratilova, WNBA player Sheryl Swoopes and diver Greg Louganis. The most notable professional athlete to have come out while still competing is tennis star and outspoken lesbian activist Martina Navratilova whose 168 Single’s Titles outnumber any other player, male or female. She came out in 1981. More recently in 2005, Sheryl Swoopes, one of women’s basketball’s biggest stars became the third openly gay player in the Women’s National Basketball Association (WNBA) after former WNBA player Michele Van Gorp came out while being an active player in July 2004. In 2002, Sue Wicks became the first active WNBA player to acknowledge that she was gay shortly before she retired.
The 36-year-old, who spent five seasons with four teams before retiring from sport three years ago, is now a TV personality in England. His announcement comes in advance of the release of his book Man In The Middle, in which he chronicles his NBA career and directly addresses the travails of being a closeted professional athlete.
Like Amaechi, the other five male professional athletes – football players David Kopay, Esera Tuaolo and Roy Simmons, and baseball players Billy Bean and the late Glenn Burke – came out after their careers ended. Kopay was the first retired athlete to come out in 1977 with his book, The David Kopay Story. Other well-known gay male athletes are American Greg Louganis, a four-time Olympic gold medalist in diving, who announced that he is gay in 1994 and HIV-positive the year after; and Australian rugby player Ian Roberts became the first major sports personality in Australia to come out in 1995.
Raised in Manchester, England, the 2.08-metre tall former player is the only British player to have an NBA career playing for the Houston Rockets, the Orlando Magic, the Utah Jazz and the Cleveland Cavaliers.
“John is making history this week, becoming the first NBA player to ever come out and talk about his life and experiences as an athlete and a gay man,” said HRC President Joe Solmonese.
“In sharing his story, our great hope is that John will pave the way for more GLBT and straight athletes to openly support fairness and respect on and off the playing field.”
While the news has sparked a flurry of discussion, not all were positive as some newspaper commentators were unimpressed with Amaechi’s announcement.
Gwen Knapp of the San Francisco Chronicle blasted the decision by all six professional players to come out after retirement: “John Amaechi, four years removed from life in the NBA, came out of the closet last week, becoming part of the most ridiculous statistic in sports. He is the sixth male athlete from a major pro league ever to say publicly that he is gay. Six of those six, a profoundly imperfect 100 percent, waited until after retirement to reveal the truth about themselves.”
“If Amaechi really wanted to be the pioneer he envisions, he would have written the book and outed himself while he was still playing basketball,” Doug Robinson wrote in Deseret Morning News.
Amaechi however says he hopes to make a difference to people and promote the importance of living openly and honestly.
“Living more openly in the later years of my NBA career was one of the things that radically changed my life. It made me happier. I want to spread my influence in the same way that I was able to because I had a basketball in my hand. I hope now to have perhaps a different lectern to stand behind but with an equally important message.”
As spokesperson for the HRC’s coming out project, Amaechi will promote the importance of being out and living openly and honestly while traveling around the country to promote his autobiography. He also has set up a blog with HRC at www.hrc.org/amaechi that will allow people to share their coming out stories.

A group of gays and lesbians in Beijing have held the country’s first public appeal for the support of same sex marriage in China.
During a busy lunch hour on Valentine’s Day in Beijing’s central business district, around half a dozen lesbians and gays handed out 200 red carnations wrapped in leaflets calling for the acceptance of gay love and marriage.
“Love has no boundaries; it is nothing to do with gender,” the flyer read. “We are homosexuals. We also want a life together with our loved one… please support all kinds of partnerships and all kinds of love. Please support same sex marriage.”
This kind of action is very unusual in China; unauthorised public protests are usually broken up the police. In 2005 a gay and lesbian culture festival was broken up by the police on the grounds the organisers had not sought permission to hold the event.
“We were concerned about security, we had lots of meetings about that,” said Xian, one of the protest’s lesbian organisers.
“This is different, our action can be considered kind of political. So we chose this area because we think there will be less police here. Also there are a lot of white collar workers here, higher educated people, the group we are seeking support from.” Their protest, which lasted about 20 minutes, went ahead undisturbed.
Many of those who accepted the flowers said they supported the action and gay marriage in China.
“I think it’s only fair; it’s everybody’s right to get married,” said Liu Peng, a 21-year-old student of banking. “I support them. I think it’s great.”
“I don’t know when China will have gay marriage,” he added. “Not now, but in the future I think China will have gay marriage but I can’t say when, maybe far in the future.” Lie said he was not gay.
Rain Xia, a 25-year-old straight male said: “It’s kind of surprising to get this kind of thing [public call for gay marriage]. I never expected it was this. But I can understand them and I support them. It’s a human right for everyone to be able to get married.”
But not everyone was so sympathetic. His colleague, Christina Wang, said she did not support the protest.
“I don’t support this because of my religion,” the 31-year-old headhunter, who is married, said. “I am a Christian and I don’t think it’s right. I don’t think it’s healthy to be gay.”
Xian said she felt it was the right time to make this kind of protest because China’s gays and lesbians are growing more confident.
“We’re doing it now because there are now so many lesbians ready to come out and to stand up for their rights,” she said. “When we started organising this we had no trouble at all finding people. In fact we had trouble finding boys.” Only one gay man helped hand out flowers.
Ming Ming, who was helping to film the protest, said she was surprised how attitudes towards gays have changed over the past few years.
“Compared to a few years ago people seem more open to gays and gay marriage and more accepting. The change is really noticeable.”
Xian said she was happy with the way the protest had gone.
“I think it was a success,” she said. “People said they supported us. One girl took a flower and said it’s great because she’s a lesbian too.”
While life has become easier for China’s urban gays and lesbians and the media has become more queer friendly, many homosexuals still end up in conventional marriages because of familial and societal pressure.
Renowned sexologist, Li Yinhe, has submitted proposals to legalise gay marriage in China three times at the annual meeting of parliament. Each proposal was rejected. The country’s gays and lesbians were hoping she would submit a fourth proposal this month, but Li wrote in a recent blog entry that she was retiring from campaigning for sexuality-related civil rights because of pressure from her higher-ups. The professor at the Chinese Academy of Social Sciences as once listed as one of China’s 50 Most Influential People by Asiaweek magazine.
“Gay marriage is not something that our country can accept at this stage of its cultural development,” wrote Li. “History will change when it must. And perhaps I will only be able to be a bystander when the change comes, rather than a participant.”

JERUSALEM—Dissatisfied with dwindling receipts in recent years, redeemer of humanity Jesus Christ issued a rare public statement Monday, sharply criticizing His followers’ lack of generosity and demanding a marked increase in their contributions to the long-standing religion based upon belief in Him.

Jesus Christ blasted Christians Monday for their decreasing financial support of Him. Christ said His personal revenue represents less than 15 percent of the world’s wealth in 1997, down 400 percent from its peak in 1025.
“Historically, I have asked for no more than 10 percent of the total earnings of my flock,” said Christ in a 25-minute statement aired on Christian television stations throughout the world, including Trinity Broadcasting Network, Eternal Word Television, and Cristo Telemundo. “But recent cost analyses by my accountants indicate that current donations from my believers are not at this level and are insufficient to meet my earthly financial needs.”
Christ underscored his point with an earning/expenditure chart illustrating that in the first quarter of 1997, He listened to an average of 233 million prayers per day while collecting daily revenues of $6 million.
“This works out to just two and a half cents per prayer, which barely even covers my overhead,” Christ said. “If this sort of fiscal imbalance continues, I may have to answer even fewer prayers in the future.”
“In my Father’s house are many mansions,” Christ said. “They are not cheap to maintain.”
Christ cited Warner Robins, GA, resident Willard Baines as a prime example of the sort of tight-fisted follower with whom He is frustrated.

“Mr. Baines owns a grain-and-feed business that takes in some $800,000 a year, thanks in no small part to his faith in Me. Yet, last Sunday, he put just a single dollar in his church’s collection plate,” Christ said. “If I am not mistaken, this works out to a donation of just .00010052 percent of his overall gross-adjusted income for the said fiscal period, a far cry from the recommended 10 percent.”
“He also lusted after his niece on two occasions,” the Savior said.
Christ assured followers that He still possesses a boundless love for all humanity and that those who accept Him into their hearts will know salvation and everlasting life in Heaven, but expressed frustration over the feeling that He has “not, in my estimation, been getting my love’s worth in return.”
“My love,” Christ said, “which passeth all human understanding and shines from the countenance of God our heavenly Father, shall be all you need and desire all the days of your lives. But I do need a reasonably decent budget to make that happen.”
Christ told followers that his ancient covenant with humanity—in which He shall act as the people’s shepherd, comfort them with His rod and staff, and shelter them all the days of their lives—is as good a value as they are likely to find anywhere.
“It is true that, in this era of downsizing and high prices, it can sometimes be difficult for a person to give unto Me 10 percent or more of their income, and still have enough left over for that new microwave or big-screen TV they’ve had their eye on,” He said. “But do not forget that it is almost impossible for a rich man to enter the kingdom of God.”
Christ’s most esteemed Earthly messengers are hailing Monday’s statement as long overdue. “I am pleased that Jesus has delivered this important message to the people of the world,” Pope John Paul II said. “The Catholic Church must begin collecting more money now if it is to continue to collect money in the future.”
Christians worldwide are already responding to their savior’s call.
“I guess I could live without a college education,” said Owensboro, KY, Christian and mother of four Brenda Williams, 34, who recently dropped out of community college after donating to her church over $1,500 she had saved for tuition. “Some of my science courses contradicted the word of God, anyway.”

“There is great suffering in America, where every day people face the terrible pain of stomach upset, heartburn, and problem gas,” a statement released by the General Assembly read. “Most members of the global community, who do not have to live with the constant threat of massive overeating as Americans do, cannot even imagine what it is like. We can turn a blind eye no longer.”
Dubbed “Operation Soothe and Coat,” the massive C-130 airlift is expected to provide millions of American indigestion sufferers with cartons of precious, life-giving antacids by week’s end. Much of the $1.2 billion will also go toward emergency helicopter and truck mobilization, distributing alkalides to a network of temporary stomach trouble “crisis centers” set up across the American countryside.
“Help is on the way,” said Colonel Obiabwe Buna*!dab, wing commander of the Kenyan delegation to the international airlift operation. He said that although he had never been to America, he had seen much U.S. television and understood how much pain indigestion was causing the nation. “All men are brothers,” Buna*!dab added.
U.N. officials say the decision is a response to a recent study ranking the U.S. first in bloating and excess gas build-up, and fourth and second, respectively, in lower abdominal pain and diarrhea.
“Statistics show many Americans ‘pay for it later’ after a hot, spicy meal. It is shameful that in this day and age the Americans must go without the gas-absorbing medications they need,” one volunteer remarked. “We just want to do whatever we can to help them get better—one fizzy little pellet at a time.”
The organizational tasks facing the U.N. relief task force are daunting. Workers from every corner of the globe have been called in for special duty, mobilizing the relief effort and distributing the antacids as efficiently as possible.
“The key here is speed,” said Chile’s Salvador Aguilera, co-chair of the operation. “These people don’t just need relief, they need quick relief. They need relief with a capital ‘R.’ They need to ease the pain caused by heartburn and stomach upset immediately. Otherwise, they may have trouble sleeping. This can lead to additional problems, particularly if they have a big presentation at the office the next day.”
According to experts, it is not known how many people in America suffer from indigestion, partly because the number of unreported cases far outweighs the number that receive medical care.
“The actual number of Americans with digestion-related discomfort—particularly among the millions whose dietary staples include donuts, canned meat products and microwaveables—is staggering, probably higher than in all other industrialized nations combined,” said Mtume Mofeisi, president of AfriCares, a Rwanda-based organization dedicated to helping the overfed throughout the First World.
“Thank God for the U.N.,” said indigestion sufferer Bob Halloran, of Des Moines, IA. “I was terrified that no one would hear my cries. But at last, the pain is gone. Now I have no need to fear that my illness may result in decreased productivity at work.”
Halloran received a case of Mylanta Extra-Strength through Operation Soothe and Coat. “My doctor said Mylanta,” he added.
Despite the success of the relief effort thus far, U.N. task force workers stress that indigestion is only one of many problems facing America.
“Many of the Americans we’ve been trying to help are badly undersupplied with convenient snack food options,” said Carlos Santiago of Honduras, speaking from the U.N. relief camp based near Rochester, NY. “Lower back pain also continues to be a problem. And every day, we see thousands who have kitchen remodeling and television repair needs we are simply not equipped to address.”

WASHINGTON, DC—Braving balmy temperatures and sunny skies, millions of scarfless snowmen and snowwomen gathered in cities across the world Tuesday to raise public awareness about the heavy toll global warming is taking on their health and well-being.

According to organizers of marches in Washington, Atlanta, Montreal, Berlin, London, Reykjavik, and Moscow, global warming is the primary cause of the steep reduction in the snowman population throughout the Northern Hemisphere. Demonstrators worldwide called on their governments to take more aggressive steps to reduce the effects of climate change.
Organizers estimated the crowd at more than 375,000, but D.C. Police Commissioner Charles Stacey estimated turnout at 30,000 whole snowmen, with scattered rounded abdomens accounting for an additional 5,000. Atlanta organizers and police agree that all demonstrators had melted by 11 a.m.
Joe Centigrade, president of the Advocates For Beings Of Frozen Precipitation, spoke at a mass rally Tuesday on Washington’s National Mall.
“The unseasonably warm winters of the recent past are a clear indication of a real environmental threat to humans and their frozen simulacra,” said Centigrade, his coals arranged in a frowning pattern. “As snowmen and snowwomen, we accept the inevitability of melting, but the actions of man are causing us to evaporate well before our time.”
Speakers at the Washington rally included a Chicago snowwoman who had lost three snowchildren to warm temperatures, the Rev. Jesse Jackson, and Larry Chilly, formerly a 6-foot-tall, triple-segmented Muncie, IN snowman, who had been reduced to a slushy head.
Centigrade told the slowly melting snowcrowd that as recently as 15 years ago, the average life span of a snowperson built in late December was three weeks to a month. Today, that same snowperson has an average life span of two weeks.
Centigrade also recounted stories of once-jolly snowmen unable to keep their carrot noses in their fast-melting faces, and of others who were made of only two undersize segments.
“In many regions of New England today, there’s not even enough snow on the ground to make snowballs, much less a torso,” Centigrade said. “Instead, some snowmen are stuck together with slush and leaves rather than pure, white snow. We must take steps now to end their suffering.”
Bearing signs with such slogans as “You Can’t Build A Snowman With Rain” and “Winter = Life,” the crystalline-ice protestors, many of whom had chartered refrigerated tractor-trailers and ice-cream trucks to travel to the mass protest, complained that popular stereotypes about snowmen obscure and trivialize the crisis.

“Humans sneer at us, ‘If you want to stay intact, go to the North Pole and live with Santa,’” said Susie Flakeman, a Thunder Bay, Ontario snowwoman waiting in line with hundreds of others to use a Porta-Freezer. “But less than one-half of 1 percent of us ever receive that honor. Most of us end up victims of the scourge that almost killed Frosty: man-made climate change.”
The protest was largely peaceful, disrupted only by a disturbing incident in which one distraught snowman hurled himself into the reflecting pool of the National Mall. He suffered third-degree slush on over 90 percent of his body before rescuers could recover him. He was rushed to a local meat locker where he was pronounced melted on arrival.
Some scientists refuted the snowbeings’ claims regarding global warming.
“Throughout history, the earth has endured periods of temperature fluctuation,” said Dr. Harley Morrison, a biochemist who has advised President Bush on scientific issues. “Also, there have already been several major blizzards throughout North America this season alone. I made a snowman myself, and he lasted for several weeks.”
Late word arrived Tuesday evening that the Moscow protest was violently dispersed by riot police bearing hot-water hoses and snow blowers. Moscow officials said the snowmen were illegally blocking pedestrian traffic near the Kremlin and causing people to slip and fall in their slushy wakes. Snow leaders, including Centigrade, condemned the crackdown.
“Those of us who remember the Icelandic anti-heated-sidewalk riots of the 1980s know that the powers that be despise and fear snowmen who fight for their rights,” Centigrade said. “They’d rather kill the messengers than face the fact that our ecosystems are changing irreparably. We’re prepared to stay in D.C. as long as it takes until Congress agrees to listen to our demands.”
Before he could conclude his remarks, Centigrade’s face slid off.

4X4 PARKING PERMIT PENALTY CHARGES February 14, 2007

Now that Gordon Brown has slapped an extra charge on us all for having the audacity to fly under the handily named green tax which will no doubt be spent on everything other than green issues, it came as no surprise that London Councils are now jumping on the bandwagon and penalising those people that drive Chelsea tractors with a scandalous price increase in parking permits. Very handy way of raising yet more revenue from the very well off middle classes who obviously don’t pay enough tax already.
And if you thought you could change to a motor bike and rack and stack the kids on it and get away from parking charges, think again,because the likes of westminster council are looking at removing free parking bays and charging.
So my advice stick to your 4×4, and at least you will stay dry and look down at the lumpen masses.

ATV SAFETY GUIDE
Overview
This article discusses “all terrain vehicle” (ATV) safety in environments likely to be encountered in state agency use. ATV operation and suggested operator training as well as vehicle inspection pointers are included as best practices to improve rider safety.
What is an ATV?
An ATV is an open, motorized buggy designed for single operator off-road use. This vehicle is equipped with low pressure or soft tires. The units are now mostly sold for recreational use; however, they were originally manufactured for farming use. These vehicles come in a variety of sizes to accommodate operators from age six and older. It is important to note that the 3-wheeled models are called “ATCs” or all-terrain cycles. Manufacturers agreed in 1988 to stop making the 3-wheeled version because of safety issues that lead to vehicle rollovers.
A leading cause of accidents/fatalities to ATV drivers is illegal or improper crossing of a road or highway. The most recent injury data (2001) from the U.S. Consumer Product Safety Commission (CPSC) indicates that there have been over 4,500 ATV related deaths from 1982 to 2001, ATV-related deaths continue to increase and within a five-year period, the national number of ATV-related injuries has doubled.
Safety Rules
Never operate an ATV without proper hands-on training.
Read and understand the owners’ operating manual.
Obtain training from a certified instructor.
Practice operating the vehicle in a large, open practice area free from obstacles and hazards.
Make sure the vehicle is properly sized for the rider.
Engine size over 90 cubic centimeters (cc) for age 16 and older
Always wear personal protective equipment.
Approved motorcycle helmet (with DOT, ANSI z90.1, or Snell label)
Mouth protection if an open-faced helmet is used
Protective eyewear (VESC8, V-8, or ANSI z87.1 label)
Gloves with knuckle padding
Heavy, over-the-ankle boots with low heels
Protective clothing (arm and leg protection)
Never operate the ATV on paved or public roads.
The vehicle is designed for off-road operation and it may be difficult to control on paved roads.
Operate the ATV during daylight hours.
Bouncing and turning decreases the effectiveness of the headlights.
Do not ride with a passenger or as a passenger.
The driver’s ability to shift weight to control and steer an ATV can be impaired.
Follow manufacturer’s instructions for maintenance.
Avoid excessive speeds.
Do not operate if fatigued.
Operating an ATV can be tiring. Distance and riding times should be limited until the body is conditioned to do more.
Do not drive while under the influence of drugs or alcohol.
Thirty percent of all ATV riders killed in accidents were drinking.
Vehicle Inspection
The operating condition of the ATV should be regularly inspected before each ride. Properly inspecting the vehicle reduces the chances of being injured or stranded. The operator should carry a toolkit to make any necessary adjustments or to address any emergencies.
Areas that should be inspected include:
Tires and wheels
Visually inspect the condition of the tires and wheels for wear or cracks, make sure the axle nuts are secured, and check the tire pressure to ensure that the tire is properly filled.
Controls
Check the throttle and brakes and the corresponding cables.
Check the position of the foot-controlled gearshift.
Lights and Switches
Make sure the ignition and engine stop switches operate properly.
Test the ignition switch by turning it on and off as the vehicle warms up.
Test rear lights and headlights for proper operation.
Oil and Fuel
Just as with an automobile, the oil level should be checked while the ATV is off.
Visually inspect the area around the ATV for visible fluid leaks.
Always fill up before beginning the ride to make sure there is enough fuel.
Chain/Driveshaft and Chassis
If the ATV has a chain: visually inspect the chain for the proper tension, lubrication, unusual wear, or damage.
If the ATV has a driveshaft, inspect for leaks and the oil supply.
Best Practices for Safe Operation
To minimize the likelihood of an injury or accident while operating an ATV, the rider should keep both hands on the handlebars, knees toward the gas tank, and both feet on the footrest while moving. A correct, straight-line posture also makes it easier to control the vehicle. The rider should look well ahead of the travel path to anticipate reacting to upcoming hazards. Judgment and good common sense should be used when riding in an unfamiliar area. The operator should also use caution when cornering, turning, traveling up or down hills, or traveling across a slope.
Take frequent breaks, since operating the ATV is more physically demanding than operating an automobile. Try not to travel more than one hour without stopping, stretching, and walking around.
Operating the ATV on different types of surfaces can prove to be challenging and dangerous. Traveling on sand, mud, water, and snow can be tricky; however, it is not an impossible task. Identifying the dangers and hazards of operating in these conditions will greatly improve the probability of a safe ride.
Sand
Avoid wet sand.
Do not ride on vegetation.
Pay close attention to hazards on riding surfaces when the sun is overhead.
Mud and Water
Do not cross water deeper than what the manufacturer recommends.
Cross river and stream banks where there is a gradual incline.
Use caution when using footrests that may become slippery.v
Watch for objects or hazards under the water.
Test brakes after exiting water.
Snow
Check the weather forecast.
Dress appropriately.
Make sure the ATV can travel on snowmobile trails before using them.
Do not travel in unfamiliar areas without an established trail.
Conclusion
Operating an ATV is serious business and extreme care should be taken when doing so. Protect employees required to operate these vehicles by providing the appropriate training and personal protective equipment. Emphasize the importance of properly maintaining the ATV, obeying safety rules, and sticking to the off-road trails. Applying these simple principles may reduce the likelihood that an injury or death will occur from operating an ATV.
